Description

Los Angeles World Airports seeks to prequalify FAA-recognized Aircraft Rescue and Firefighting training providers for an Airport Bench Contract supporting on-call services at Los Angeles International Airport and Van Nuys Airport. Providers may propose for a fixed-facility category, in which LAWA personnel travel to the provider's facility, an on-site/mobile category, in which the provider deploys to LAWA airports or designated training sites, or both. Required capabilities include Part 139-compliant annual and recurrent certification, live-fire aircraft fuel, engine, auxiliary power unit, wheel, brake, interior aircraft, and rescue scenarios; hands-on ARFF apparatus, vehicle, foam, agent, firefighting, and rescue training; qualified instructors; curriculum development; and training records suitable for FAA inspection and audit. The procurement is qualifications-based and does not request pricing at this stage. LAWA intends to establish a multiple-provider bench for task-order work, with a total funding authority of $700,000 over a three-year term plus two one-year renewal options. The addendum extended the submission deadline to October 22, 2026, and the questions deadline to September 17, 2026. Responses must include administrative requirements, experience documentation, and separate technical qualification submissions for each proposed category. The technical submission requires a qualifications and experience section and an approach and methodology section, each subject to a 10-page limit, plus a cover letter, cover page, table of contents, resumes, at least three comparable project examples, and at least three verifiable references for each key personnel member. Required administrative materials include the Administrative Requirements Packet, Acknowledgment Letter, Conflict of Interest Disclosure, Key Personnel and Project Experience form, and applicable City forms. Submissions must be uploaded electronically through Bonfire, and respondents must first submit an intent to bid through the portal.
