Description
The New Jersey Division of Property Management and Construction is soliciting a single-bid, lump-sum contractor for wastewater treatment plant upgrades at the Albert C. Wagner Correctional Facility. The work includes replacing spiral-screen equipment, rotating biological contactors, gravity filters, discfilters, and ultraviolet disinfection units; installing associated process piping, concrete, structural steel, platforms, electrical and instrumentation upgrades; performing selective demolition and roof reconstruction; and maintaining continuous wastewater treatment operations throughout construction. The project is subject to a Project Labor Agreement and requires coordination with an active correctional facility and wastewater treatment plant. Bidders must hold the applicable New Jersey DPMC classifications or identify classified subcontractors for structural steel and ornamental iron, plumbing, and electrical work. The estimated construction cost is $6,492,000, with a $25,000 allowance and a 25% Small Business Enterprise participation goal. A 50% bid bond is required, along with electronic submission of the proposal, scanned bid bond, and power of attorney; originals are due from the apparent low bidder after the deadline. The contract duration is 266 calendar days from issuance of the Notice to Proceed, and electronic signatures are required.
