Description

The Department of Veterans Affairs is soliciting multiple indefinite-delivery, indefinite-quantity contracts for maintenance, repair, alteration, and new construction at the VA Illiana Health Care System. The Government anticipates awarding at least two contracts, with a five-year ordering period, a $2,000 minimum guarantee per contract, a $21 million maximum aggregate value, and task orders ranging from $2,000 to $3 million. Work may include general construction and incidental carpentry, paving, roofing, excavation, interior renovation, door and window installation, mechanical, electrical, plumbing, painting, demolition, masonry, fire protection, telecommunications, and HVAC. The solicitation includes a seed project to renovate bathrooms in Building 103. The work includes demolition and reconstruction of multiple restrooms and a shower/laundry room, plumbing, HVAC exhaust, electrical, fire alarm, fire suppression, infection-control barriers, hazardous-material removal, and phased construction. The seed project magnitude is $1 million to $2 million, and a bid bond is required at 20% of the bid price or $6 million, whichever is less. Offerors must submit technical, past-performance, and price volumes; the technical and past-performance sections are each limited to 25 pages. The acquisition is a 100% set-aside for certified Service-Disabled Veteran-Owned Small Businesses, and general-construction subcontracting is limited to 85% of the amount paid by the Government, excluding materials.
