Description
The Howard County Public School System is soliciting multiple staffing agencies to provide non-medical personal-care temporary personnel for students with moderate to severe cognitive, medical, physical, and/or behavioral disabilities. Staff will support academic tasks and functional skills under the direction and supervision of HCPSS personnel. Temporary employees will not provide Tier 1 instruction, physical intervention, restraint, seclusion, or specialized behavioral safety protocols, and virtual or teletherapy services are not requested. HCPSS expects one labor category and a single fixed hourly billing rate inclusive of all direct and indirect costs; staffing quantities are estimates, with approximately 40–50 personnel and no guaranteed hours. HCPSS intends to award up to five contracts, with assignments distributed through the vendor pool at the discretion of requesting schools rather than by a tiered rotation. Contractors are responsible for recruiting and supervising personnel, required fingerprinting and criminal-background screening, compliance with Maryland child-protection requirements, and all associated onboarding costs. Personnel may work up to 32 hours per week and only on days students are in attendance. The solicitation is a follow-on to existing services, but incumbent vendors and historical rates are not disclosed. The technical proposal must address organizational experience and technical capability, and vendors must achieve at least 49 of 70 technical points to proceed to price evaluation. The addendum confirms an October 30, 2026, 4:00 p.m. EDT submission deadline and states that the fingerprinting materials are informational and must not be submitted with the proposal; signatures for those materials are obtained after award.
