Description
The New Jersey Department of Transportation is soliciting design-build services for the National Electric Vehicle Infrastructure program. The project involves planning, designing, installing, and upgrading six direct-current fast-charging stations across Mercer, Monmouth, Ocean, Burlington, Camden, Gloucester, Salem, Cumberland, Atlantic, and Cape May Counties. Each station must provide eight 350-kilowatt ports, including four CCS1 and four NACS connectors, with associated electrical, utility, site, payment, accessibility, cybersecurity, and emergency-power infrastructure. The selected design-builder must identify compliant sites, complete required environmental and utility coordination, construct and test the stations, and operate and maintain them for five years while meeting a 97 percent annual uptime requirement. The solicitation requires compliance with NEVI standards, Buy America provisions, applicable federal-aid requirements, local authority requirements, and extensive design, quality-control, workforce-development, reporting, and customer-service obligations. Addenda and question responses clarify that exact site locations are not required with the proposal and must instead be submitted within 30 days after Notice to Proceed.
