Description
The Military Sealift Command is soliciting a firm-fixed-price spot charter for one U.S.-flag, Jones Act, ocean-going certified tug capable of towing the ex-GERMANTOWN, a 15,500-long-ton vessel measuring 617 feet in length, 84 feet in beam, and with a maximum draft of 20 feet 3 inches. The one-voyage mission is scheduled to commence on November 16, 2026, with departure from Naval Station San Diego, California, and destination at INACTSHIPS, Pearl Harbor, Hawaii; the lump-sum price must include up to four days of laytime. The tug must meet specified age, bollard-pull, bunkering, communications, and towing-manual requirements. The contractor must provide towing hardware and safety equipment, prepare a comprehensive towing package and transit plan, provide vessel certifications and specifications, issue position reports, and obtain an independent marine surveyor. Offers must include at least the vessel name, price, and signature, along with the required vessel documentation, technical information, towing plan, and warranty acknowledging compliance with the solicitation and pro forma requirements.
