City of Urbana City Administrator – Executive Department REQUEST FOR QUALIFICATIONS ("RFQ"): NOTICE IS HEREBY GIVEN that the City of Urbana, Illinois, ("City"), invites qualified firms or individuals to submit statements of qualifications in response to the City's RFQ for "Mayor and City Council Strategic Goal Setting Facilitation Services." The City intends to evaluate respondents' qualifications, conduct interviews if deemed necessary, select the most qualified respondent, and negotiate aprofessional-services agreement with the selected respondent. This RFQ isnot an invitation for sealed bids. Statements of Qualifications must be submitted via the City ofUrbana's Procurement Portal at https://procurement.opengov.com/portal/urbanaillinois/projects/296933 no later than 5:00 p.m. local time on Friday, September 11, 2026. Description

The City of Urbana is seeking a qualified facilitator or consulting firm to design and lead a strategic goal-setting process for the Mayor and City Council. The engagement includes reviewing existing plans, studies, financial information, prior strategic goals, community priorities, organizational capacity, and emerging challenges; preparing agendas and facilitation materials; and conducting four evening sessions. The facilitator must remain neutral, encourage participation, identify consensus and differing perspectives, and translate discussions into a manageable set of actionable strategic goals for the next three years. Deliverables include a synthesis of relevant plans and studies, session agendas and materials, summaries of major themes, a draft strategic-goals framework after the third session, and a final Mayor and City Council Strategic Goals document after the fourth session. The final product must include recommended measurable outcomes or performance indicators and recommendations for periodic progress review and reporting. Responses must describe the proposed approach, qualifications, similar engagements, primary facilitator and team, preparation and follow-up work, availability for all four sessions, total not-to-exceed cost, and at least three professional references.
