Description
The Administrative Office of the U.S. Courts seeks a commercial-off-the-shelf, web-based Jury Management System to modernize and replace its legacy system across all federal district courts and AO sites, including OCONUS locations. The solution must support the full jury lifecycle for petit, grand, summary, and bankruptcy jury operations; court-specific configuration; jury-wheel construction and randomization; juror qualification, summons, excusal, deferral, attendance, payment, mileage, and reporting workflows; juror self-service; scanning and communications; and secure handling of sensitive juror data. The contractor must provide hosting, implementation, configuration, integration with Judiciary financial and enterprise data systems, data migration, testing, training, help desk and operational support, monitoring, incident response, disaster recovery, and ongoing maintenance. Requirements include a secure U.S.-based cloud environment, Authority to Operate support under the NIST Risk Management Framework, identity and access integration, continuous monitoring, 99.9% uptime, nationwide deployment, pilot testing, transition and rollback planning, and preservation of operational continuity. The procurement uses a best-value trade-off based primarily on pilot validation and technical capability, followed by price, and contemplates a single-award IDIQ contract with a five-year base ordering period, a five-year option period, and up to six months of extended services.
