Description
The City of Kingsport Utilities Department is requesting qualifications from consulting firms to develop an asset management plan covering drinking water, sanitary sewer, and known stormwater assets. The work includes inventorying qualifying treatment-plant and system assets; collecting or estimating installation dates and asset attributes; estimating remaining useful life using AWWA standards; developing likelihood-of-failure and consequence-of-failure risk assessments; identifying and ranking critical assets; and documenting long-term financial, capital-improvement, operations, and maintenance strategies. The consultant must produce separate TDEC-compliant templates and a first annual asset management plan addressing current asset conditions, levels of service, critical assets, lifecycle-cost minimization, long-term funding, rate considerations, data-gap planning, capital improvement planning, meter testing and changeout, IT infrastructure, and the Cartegraph work-order system. Qualifications must be submitted as one bound document and include a statement of interest, project-team information and resumes, relevant project experience, technical approach and schedule, and supplemental information. The selection criteria emphasize technical approach, relevant experience and references, regulatory knowledge and TDEC coordination, and capacity to complete the work by July 30, 2028. No fee structure is requested at this stage.
