Description
The City of Kingsport is seeking a consulting firm to develop a comprehensive asset management plan for its drinking water, sanitary sewer, and stormwater systems. The work must comply with Tennessee Department of Environment and Conservation requirements and applicable grant conditions. The scope includes asset inventory and data collection, useful-life estimates, risk and criticality assessments, lifecycle-cost and capital-planning strategies, funding-plan recommendations, and preparation of separate plans or templates for the three asset categories. The consultant must address treatment plants, pump and lift stations, distribution and collection infrastructure, mapped stormwater assets, levels of service, data gaps, IT infrastructure, and the Cartegraph/OpenGov Enterprise Asset Management work-order system. Qualification statements must include a statement of interest, project team information and resumes, relevant project experience, technical approach and schedule, and supplemental information. Required certifications include Byrd Anti-Lobbying, Iran Divestment Act, debarment, and Non-Boycott of Israel certifications. No fee structure is requested at this stage.
