Description
The U.S. Department of the Navy intends to make a sole-source, firm-fixed-price award for upgrading and installing components that support access control functions, alarm monitoring, and Electronic Security System reliability. The work includes installing three hardened 24-port managed switches, two Gen 11 servers, network-attached storage providing 30 days of video storage, and replacing a panoramic camera with a PTZ camera and mount. The contractor must test connectivity, troubleshoot as needed, and provide all labor, tools, materials, equipment, diagnostics, and components. The scope also requires upgrading Lenel S2 software from version 8.0 to 8.3, upgrading Windows 10 to Windows 11 and SQL Server 2019 to SQL Server 2022, creating Active Directory domains and VLANs, programming hardware, and providing final red-line drawings. Work must be performed on site during normal government workdays, and contractor personnel must be U.S. citizens able to obtain a TS security clearance. The solicitation identifies J2 Associates, LLC as the intended sole-source awardee because compatibility with the existing system and familiarity with the installed security infrastructure are required.
