Description
The Department of the Navy is soliciting three to six contractors for a firm-fixed-price, multiple-award indefinite-delivery/indefinite-quantity contract supporting enterprise cloud and network operations. The scope includes Microsoft Azure and Microsoft 365 administration; IL4, IL5, and IL6 cloud operations; endpoint and identity management; SD-WAN and network transport operations; cybersecurity, zero-trust implementation, RMF and STIG compliance; IT service management; eDiscovery, records management, litigation holds, and compliance support; incident resolution; monitoring; reporting; and continual service improvement. Support may extend to AWS, Google Cloud, Oracle, HCI stacks, and other cloud service provider environments, with some operations performed on a 24/7 basis. The base ordering period runs from January 1, 2027, through December 31, 2031, with FAR 52.217-8 permitting a six-month extension through June 30, 2032. The contract has a stated ceiling of $99,000,000 and a minimum contract quantity of $10,000. The solicitation requires an active Top Secret facility clearance at proposal submission, up to three recent and relevant past-performance references, and electronically submitted non-price and price proposal volumes. The opportunity is a total small-business set-aside and includes a 50-percent limitation on subcontracting for services, subject to the stated exceptions.
