Description
The City of Little Rock is soliciting a contractor to maintain the 62-acre Oakland and Fraternal Historic Cemetery Park at a high standard while protecting monuments, gravesites, landscaping, fencing, irrigation systems, and other property. Required services include mowing, trimming, edging, weed-eating, hedge and shrub shearing, leaf and litter removal, branch and debris removal, storm-drain cleanup, blowing walkways and parking areas, removal of unwanted vines and saplings, reseeding disturbed turf, and as-needed ad hoc mowing. Work is performed on 21-day cycles, with mowing during March through October and leaf, branch, and debris removal during November through February. The contractor must provide equipment and personnel, including at least eight employees during mowing season and specified weed-eater staffing ratios, and must perform work during daylight hours while coordinating around funerals and interments. The contract is awarded on an all-or-none basis to the lowest qualified and responsive bidder. Bidders must demonstrate at least two years in landscape-management services, provide three relevant references, a personnel roster, equipment information, and a Statement of Vendor's Qualifications. A signed combined certification, completed equipment list, signed Addendum 1, and online pricing submission are required. The initial term is one year beginning January 1, 2027, with up to two additional one-year extensions by mutual written agreement. A certificate of insurance is required before award, naming the City and cemetery park as additional insured, with specified $1 million limits for general liability, personal injury, property damage, and other liabilities, plus statutory workers' compensation.
