Description
This Sources Sought/RFI concerns the planned conversion of approximately 14,000 square feet of existing hangar space into a two-story secure facility. The anticipated work includes demolition, structural and architectural modifications, offices, conference and briefing rooms, training and planning areas, breakrooms, server and mechanical rooms, restrooms, an elevator, stairwells, fire protection, climate control, backup power, RF shielding, communication infrastructure, a metal storage building, a fenced staging area, and a concrete pad for fuel-tank storage. The facility must accommodate heightened acoustic requirements, five network connections at each workstation, and applicable Department of Defense security, antiterrorism, and cybersecurity standards. Exterior changes may require State Historic Preservation Office consultation because the site is in a designated historical district. All personnel must undergo background checks for site access. The Government is conducting market research to evaluate potential delivery approaches, including Progressive Design-Build, Design-Build to Budget, and Construction Management at Risk, potentially under an Other Transaction Agreement. Respondents must complete the Industry Day/First Look Questionnaire in Attachment 01 and submit it with a capability statement. The stated construction target price range is $35,000,000 to $41,200,000, with a programmed amount of $44,084,000. The projected construction period is approximately 730 calendar days following execution of the Phase 2 construction modification. This notice is for market research only and is not a solicitation for proposals or a commitment to award a contract.
