Description
The Central Illinois Land Bank Authority is soliciting a contractor to demolish all structures at 5238 Coulters Mill, remove building materials and debris, disconnect and seal utilities, remove slabs and foundations, backfill excavations, place topsoil, seed the site, and restore positive drainage. The contractor must provide all labor, equipment, materials, permits, traffic and site-safety measures, security fencing, erosion controls, and disposal services. All debris from the unsafe structure must be treated as asbestos-containing material, with licensed asbestos supervision, required notices, manifests, wetting, tarping, and disposal at the designated licensed landfill. The contractor must also provide estimated tonnage and applicable dumping fees using the required pricing spreadsheet. Bidders must demonstrate at least three similar projects completed within the previous 12 months and submit pricing, a completion schedule, schedule of values, and required proposal materials. Prevailing-wage, licensing, permitting, environmental, safety, and applicable federal, state, and local requirements apply. Work is required to be completed by October 14, 2026, with the scope also stating completion within 45 days after the Notice to Proceed.
