Description
The Alabama State Port Authority seeks proposals to construct the outer containment structures and a weir box for a 100-acre wetland creation cell. Work includes a mechanically constructed northern dike, sand berm, and shoreline protection using either segmented rock breakwaters or a geotube-and-rock revetment. The solicitation provides three pricing alternatives: breakwaters with sand from the local borrow area, breakwaters with off-site sand, or the geotube/revetment option. The work also includes dredging or obtaining and placing sand, geotextile, rock, geotubes as applicable, environmental protection and turbidity controls, construction surveying, warning signs, and demobilization. The contractor must account for marine access and active shipping-channel operations; the plans state that access to the wetland site and local borrow area is by open water only. The addendum postpones the mandatory pre-proposal meeting to October 22, 2026, and revises the question deadline to October 29, 2026.
