LEGAL NOTICE Request for Proposal Announcement The Boston Public Health Commission (BPHC), through the Center for Be- havioral Health and Well- ness (CBHW), is seeking proposals through two sep- arate RFPs: • RFP #1: To select a qual- ified organization to cre- ate and operate a Mental Health Crisis Response pilot program. • RFP #2: To select an or- ganization to serve as the External Evaluator for Bos- ton's Community‑Led Men- tal Health Crisis Response (MHCR) Pilot. Description
The Boston Public Health Commission, through its Center for Behavioral Health and Wellness, seeks an independent external evaluator for the Community-Led Mental Health Crisis Response Pilot. The evaluator will design and implement a comprehensive, equitable, and racially just mixed-methods evaluation of implementation, outcomes, client and community experience, fidelity to non-carceral and consent-based principles, workforce practices, systems integration, and sustainability. The scope includes evaluation planning and logic-model development; data-sharing and privacy protocols; quantitative and qualitative data collection and analysis; surveys, interviews, focus groups, observations, and document review; community and stakeholder engagement; continuous quality-improvement support; quarterly evaluation memoranda; bi-monthly progress briefs; annual evaluation reports; a public-facing summary; and presentations to the Community Advisory Board and public health leadership. The anticipated period of performance is October 6, 2026, through February 6, 2029, with a possible extension, and total funding of $275,000 is available. Proposals are limited to 10 narrative pages, excluding the cover page and requested attachments.
