Description
Oconee County is soliciting proposals from qualified and experienced companies to provide drilling and blasting services for its granite quarry. The contractor must furnish qualified personnel, drilling and support equipment, explosives, transportation, labor, supervision, and technical expertise; maintain blast-pattern or shot documentation; provide tonnage and billing calculations; conduct seismograph readings; and continuously record each blast on video. Work must produce rock no larger than 32 inches for the quarry’s jaw crusher, include required subdrilling, and address oversized material or floor conditions caused by the contractor’s operations. The contractor must also provide quarry design consultation, comply with applicable explosives, mine-safety, environmental, and regulatory requirements, submit proof of South Carolina blasting permits and MSHA training, and identify proposed subcontractors and relevant references. The solicitation establishes an initial one-year contract beginning on or about November 18, 2026, with up to four additional one-year renewals. A five-percent bid bond is required with the proposal, and the successful contractor must provide $900,000 performance and payment bonds after award. Required insurance includes $5,000,000 general liability, statutory workers’ compensation and employers’ liability, and $1,000,000 commercial automobile liability. Proposals must be submitted electronically through the County’s procurement portal, and Addendum No. 1 must be signed and uploaded with the submission. Sales tax must be excluded from proposed pricing.
