Description
Florida Keys Electric Cooperative Association, Inc. is seeking a contractor to locate and mark its underground electric utilities and facilities before excavation in accordance with Sunshine 811 notification requirements. The contractor must furnish all labor, supervision, tools, materials, transportation, and equipment; receive electronic locate tickets; respond to emergency requests within two hours; conduct field visits when FKEC facilities are within 50 feet of a locate request; provide photographic documentation; mark facilities using specified paint, stakes, or flags; and report unlocatable facilities, map or data defects, and facility damage. The contract is effective October 1, 2026, and continues for three years unless terminated earlier. Proposals must include firm qualifications and experience, at least three similar references from the past five years, a work plan, project schedule, deliverables, cost proposal, and personnel information. The solicitation also requires several certifications and statements, including debarment, lobbying, bidder acceptance of terms, drug-free workplace, and public-entity-crime forms. Subcontracting requires prior written approval from FKEC. Insurance is required, including general liability, workers' compensation, and automobile liability, with additional coverages applicable to marine or aviation work.
