Description
The City of Moline seeks contractors for on-call water service line replacements for its drinking water infrastructure during calendar year 2027. Work includes excavation; supplying and installing water service lines; abandoning old service lines; backfill; landscaping and other related work. Hard-surface replacements are excluded. Work locations and scope will be assigned as needed, with an estimated six replacements per month. Contractors should generally expect 48 hours’ notice, although emergency work may require mobilization within approximately two hours. The City intends to award to two responsive and responsible bidders, with work opportunities rotated between them. Bids require unit prices for the listed base and contingency items, with award evaluation based on base bid items. Prevailing wages apply. No bid bond is required; the presumed lowest bidder must provide a full-contract-amount performance, labor, material, and maintenance bond after notification. The lowest bidder must also provide the specified insurance documentation after notification. Bids are submitted electronically through the IonWave e-bidding system.
