The City seeks a qualified consultant to create an implementable plan for celebrating, interpreting, and promoting its historic resources, including three National Register historic districts, a local historic district, and individual landmarks. Work includes reviewing existing materials and comparable-community practices; engaging the Preservation Commission and community partners; and recommending digital, physical, in-person, and marketing strategies aligned with existing City branding. The final plan must provide a prioritized short-, mid-, and long-term roadmap with responsible parties, estimated costs, potential funding sources, and implementation steps. Deliverables include a searchable PDF with photographs and editable source files. The proposal must include a budget not exceeding $24,000, a timeline completing the plan by April 30, 2028, qualifications, comparable experience, an approach, and a standard contract for services. Consultants must meet the National Park Service Professional Qualifications Standards; the selected consultant will also be subject to Illinois SHPO approval and federal, state, and local grant-compliance requirements.
