Description
The Fonds d'Assistance Economique et Sociale (FAES) is procuring two specialized operators, one for each of two geographic lots, to implement community-participation small projects under a cash-for-work program for vulnerable populations. The scope includes community consultations, identification and selection of beneficiaries, preparation and prioritization of projects, organization and supervision of approximately 30 projects in Lot 1 or 20 projects in Lot 2, procurement and management of materials, technical quality control, environmental and social safeguards, mobile payments, beneficiary training, complaint management, data collection through CommCare, and technical and financial reporting. Eligible activities include small civil and community works such as sidewalks, drainage, retaining walls, gabions, water facilities, solar streetlights, light rehabilitation of schools and health centers, public spaces, climate-resilience works, irrigation channels, rural roads, and soil or water conservation. Each lot has an 18-month implementation period. Lot 1 covers Cerca-la-Source, Thomassique, and Belladere in the Centre department; Lot 2 covers Anse-a-Pitres and Thiotte in the Sud-Est department. The operator must provide qualified personnel, operational presence, equipment, supplies, beneficiary payments, insurance, training, and all associated management and reporting services.
