Description
Miami-Dade County is soliciting a contractor to provide comprehensive maintenance and restoration services for County-owned single-mode fiber optic infrastructure along the 20-mile South Dade Transitway. The revised scope establishes bi-annual preventative maintenance during January and July, including route patrols, marker and signage audits, surface and ground-integrity inspections, bidirectional OTDR and optical power testing, tracer-wire continuity testing, vault and handhole inspections, moisture and seal checks, pest and vandalism control, and vegetation mitigation. The contractor must provide as-built drawings, geo-tagged photographs, timestamped OTDR traces in .sor format, GIS uploads, and performance reports. The contract also covers as-needed non-emergency repairs, relocations, installation and removal of underground fiber, fusion splicing, patching, site restoration, and 24/7/365 emergency readiness. Repair, restoration, relocation, and corrective work are not guaranteed and will be authorized through written work orders and compensated on a time-and-materials basis. Emergency requirements include a one-hour callback, four-hour on-site arrival, and specified testing and restoration deliverables. Work must comply with FDOT, Miami-Dade County, ANSI/TIA, MUTCD, and OSHA requirements; mechanical splicing is prohibited, and core-alignment fusion splicing is required. Bidders must maintain an applicable Florida electrical, limited-energy, or Miami-Dade competency license; provide a licensed journeyman electrician with IMSA Traffic Signal Technician Level II or III certification or an approved equivalent; use appropriately certified fiber technicians; and designate a dedicated project manager. The prime contractor must have at least five consecutive years of relevant experience and provide at least three completed fiber infrastructure maintenance or installation contracts from the past ten years with owner references and supporting documentation. The resulting contract has a $1,000,000 cumulative not-to-exceed amount and no guaranteed minimum work.
