Description
This Sources Sought Notice seeks capable small and large businesses to provide 24/7/365 operations, maintenance, sustainment, and technical support for the United States Mission Control Center supporting the Search and Rescue Satellite-Aided Tracking program. The scope includes operating and monitoring the mission control center and remote satellite receiving stations; maintaining the 406 MHz emergency beacon registration and incident-history databases; providing help desk and customer support; managing backups, archives, reporting, communications links, hardware, networks, software, and configuration management; and performing corrective, adaptive, and perfective software maintenance. The requirement also includes technical and programmatic support for domestic and international search-and-rescue coordination, satellite and frequency-management activities, testing, documentation, outreach, meeting and event support, continuity-of-operations planning, and potential cloud migration. Contractors must comply with Department of Commerce, NOAA, SARSAT, and applicable federal information-security requirements. The PWS states that contractor employees must have a Secret security clearance before contract performance, and identifies a base year plus four option years. Responses should include a capabilities statement of no more than 15 pages and address the requested company, point-of-contact, UEI, business-size, capability, contract-vehicle, participation, and organizational-conflict-of-interest information.
