Winnebago County is soliciting proposals for the abandonment of a horizontal groundwater extraction system (HGWES) located beneath the Snell Road Landfill. The scope is supported by a bid form, scope of work, subcontractors list, general conditions, contractor qualification statement, site map, photo log, and historical as-built drawings. A mandatory pre-bid conference is scheduled for October 20, 2026, at the Winnebago County Solid Waste facility. A 5% bid bond is required.
