Description
The City of Oshkosh, through GO Transit, is requesting proposals for a contractor to provide ADA complementary demand-response transportation and ancillary paratransit services. The scope includes ambulatory and non-ambulatory ADA service, senior transportation, Access to Jobs transportation, rural Winnebago County service, and GO Connect intercity and Red Zone service. The contractor must provide and operate an appropriate accessible vehicle fleet, including spare vehicles, wheelchair lifts or ramps, securement systems, communications equipment, tablets, data connectivity, scheduling and dispatching, reservation intake, passenger assistance, vehicle maintenance, driver staffing and training, drug and alcohol testing, safety programs, reporting, fare collection, and customer service. The initial contract term is three years beginning January 1, 2027, with two additional one-year renewal options. Proposals are evaluated on technical qualifications and cost, and must include a transmittal letter, written responses to the RFP questions, a separately sealed cost proposal, applicable amendments, required certifications, public safety assurance information, and detailed information regarding experience, vehicles, maintenance, employees, service delivery, technology, and implementation. The solicitation states that bond requirements are waived for this proposal, while insurance coverage is required before work begins.
