The City of Appleton is seeking a qualified planning and engineering team to prepare a community-based subarea plan and coordinated 60% preliminary stormwater engineering design and permitting for proposed Sommers Drive, from Spartan Drive to Edgewood Drive (CTH JJ), and adjacent areas within the engineering project boundary. The planning scope includes comprehensive-plan analysis, demographic and land-use data, public participation, development feasibility analysis, neighborhood-park siting, site recommendations, implementation strategies, and a user-friendly final plan. The engineering scope includes stormwater feasibility alternatives, conveyance and stormwater-management-practice analysis, infiltration testing, wetland delineation as needed, permit applications and coordination, easement and land-dedication analysis, budget-level cost estimates, 30% and 60% preliminary designs, roadway centerline and inlet design, stormwater-management-plan documentation, and hydrologic and hydraulic modeling. Deliverables include reports, plans, GIS-compatible maps, cost estimates, and editable source files in specified formats. The proposal must separately price the planning and stormwater components and include project approach, relevant experience, at least three similar project examples with client references, staffing, work plan, public-engagement approach, timeline, and billing rates.
