Description
New York State Office of Information Technology Services is soliciting a hosted e-Wholesale platform for the New York State Liquor Authority’s Division of Alcoholic Beverage Control. The solution must support approximately 500,000 monthly price schedules, batch and interactive submissions, price amendments, price-posting lookup, brand appointment letters, limited-availability submissions, and delinquent credit reporting and release. It must serve agency staff, more than 50,000 licensed wholesalers, manufacturers, retailers, and members of the public, with capacity for approximately 1,000 active users and 250 concurrent peak users. The contractor must provide project management, architecture and software design, implementation, testing and user-acceptance support, training, production deployment, ongoing hosting, maintenance, monitoring, customer support, service-level reporting, security controls, integrations with State liquor-license data APIs, and an 18-month warranty following a minimum 30-day hypercare period. The contract is a five-year term with up to two additional one-year extensions. Bidders must demonstrate at least five years of experience providing alcoholic beverage pricing and distribution platforms and at least three years managing such platforms.
