Description
The City of Long Beach, acting through its Harbor Department and Board of Harbor Commissioners, is soliciting bids from prequalified Class A California contractors for construction of the Pier B On-Dock Rail Support Facility North Yard Utilities and Pier B Street Widening project. The scope includes surface and subsurface demolition; storm drainage, sewer, water, communications, and electrical facilities; fire protection; a sewer lift station; roadway and retaining wall construction; landscaping and irrigation; street lighting; paving, striping, signage, traffic control, fencing, erosion control, and grading. The project also includes new sanitary sewer infrastructure using microtunneling, sewer manholes, CIPP lining, sewer rehabilitation, railroad casing work, and abandonment or removal of existing sewer facilities. The project is partially federally funded and has an estimated bid value of $187,000,000. The contract requires a 17% combined SBE/VSBE participation goal, a 10% bid bond, and 100% payment and performance bonds. Bidders must demonstrate specified pump-station and microtunneling experience, perform at least 30% of the contract work with their own employees, and comply with prevailing wage, federal funding, environmental, railroad, permitting, and construction safety requirements. The contract provides 905 calendar days for substantial completion and 995 calendar days for final completion from the Notice to Proceed.
