Description
The City of Raleigh is soliciting proposals for a firm to provide debt management services. These services will focus on primarily tax-supported capital improvements and will include modeling, debt capacity tracking, analysis, projections, stress testing, and innovative solutions. The selected firm will be responsible for developing and maintaining a customized financial planning model process that incorporates the City's tax-supported general government debt. This will involve creating separate model components for tax-exempt versus taxable debt, incorporating multi-year capital improvement plans, developing operating and financial assumptions, performing debt affordability and capacity analysis, and incorporating interpretive credit ratings and stress testing. The firm will also evaluate data extraction methods, plan and schedule annual virtual meetings for model updates, consult with City Treasury staff and other financial advisors, and provide updates on market rate assumption changes. Support for referendum preparation and other related consulting services may also be required.
