Description
The U.S. Air Force is requesting a commercial spectrum analyzer that meets or exceeds specified salient characteristics, including a minimum 9 kHz-to-80 GHz frequency range, low phase noise, precision frequency reference, 5G NR and WLAN measurements, AM/FM/PM modulation analysis, VOR/ILS measurements, Bluetooth measurements, radar and pulse measurements, component characterization, EMC diagnosis and pre-compliance testing, spurious and noise-power-ratio measurements, and phase-noise measurements. The solution must also support an extension to 160 MHz signal-analysis bandwidth and documentation of calibration values. The requirement may be satisfied by a fixed desktop or portable handheld unit. The requested package includes a recommended mobile-operation antenna set, transportation case if available, a five-year warranty and calibration, and spectrum-analyzer training. The solicitation requires a completed pricing submission and a technical plan of no more than five pages describing compliance with the Statement of Need and identifying all necessary parts and equipment. This is a total small-business set-aside under NAICS 334515, and the Government intends to evaluate quotations primarily on total evaluated price and technical acceptability.
