Description
The Joint Electromagnetic Spectrum Operations Center, under U.S. Strategic Command, is inviting industry, academia, laboratories, and qualified mission partners to participate in ETHEREAL FORGE, a no-cost evaluation campaign for advanced electromagnetic warfare capabilities. The effort will assess candidate electromagnetic support, electromagnetic attack, and electromagnetic protection capabilities, including AI/ML-enabled systems, software-defined and reprogrammable technologies, collaborative machine-to-machine effects, advanced radio-frequency hardware, and other modular open-systems solutions. Participants must generally demonstrate Technology Readiness Level 4 through 7, a credible path toward TRL 7, alignment with MOSA standards such as SOSA and AMS-GRA, and the ability to integrate with government-provided frameworks. Requirements also include DevSecOps and NIST-based software engineering processes, STIG compliance documentation, technical and interface documentation, SAST/DAST reports, CUI safeguarding under NIST SP 800-171 and DFARS CMMC Level 2, and disclosure of proprietary, licensing, ITAR, and export-control considerations. The anticipated campaign includes virtual integration, hardware-in-the-loop verification, laboratory and anechoic-chamber testing, operational field assessments, and a technology-readiness assessment; participation does not guarantee a follow-on contract, award, or funding.
