Description
The U.S. Air Force is soliciting a firm-fixed-price commercial services contract to provide and maintain broadband internet service for 469 unaccompanied housing rooms and three common areas in three dormitory buildings. Service must meet or exceed 500 Mbps download and 25 Mbps upload speeds, with activation and installation of any required equipment. The contractor must use existing infrastructure where possible, minimize outages, provide customer service from 0700 to 1800 Monday through Friday with weekend and holiday on-call coverage, and maintain service performance below 48 hours of downtime per month and at least 90% annual customer satisfaction. The period of performance is two 12-month base years followed by three 12-month option years. The contractor must provide personnel, equipment, supervision, maintenance, quality control, and onsite support, and must comply with base-access, key-control, security, and contractor-identification requirements. Offers must include the signed and completed solicitation, completed CLIN pricing, and a technical plan of no more than 10 pages addressing compliance with the Performance Work Statement and the parts and equipment required. The updated PWS also states that a quality control plan may be submitted with the proposal if it is an evaluation factor; otherwise it is due after award.
