Description

The City of Glendale, through Glendale Water & Power, is establishing a pool of qualified consultants to provide on-call services for municipal water utility programs and infrastructure. The scope includes engineering design and specialized technical services; project and construction management; water treatment, water quality, and regulatory compliance support; construction and specialty inspection; and environmental, permitting, planning, reporting, and utility compliance assistance. Consultants may propose on selected service categories or subcategories, and selection does not guarantee a minimum amount of work. Individual assignments are expected to be issued through task orders, potentially involving competitive task-order proposals among selected firms. Proposals must include an executive summary letter, proposal validity statement, insurance compliance statement, minimum-requirements certification, qualifications and experience, technical approach and methodology, key personnel information and resumes, at least three recent client references, a subconsultant list, and an hourly rate schedule. A lump-sum price for a specified water-main replacement construction-management and inspection sample project is required only for firms proposing the applicable services. Exhibit C, the Campaign Finance Disclosure Form, Exhibit D, the Public Records Exempt Form, signed Addenda 1 and 2, and any proposed agreement modifications in Word redline are also required where applicable. The selected consultant will be subject to extensive professional, general, automobile, workers’ compensation, and employer’s liability insurance requirements.
