Description
The Department of Veterans Affairs seeks a contractor to supply, deliver, and install HVAC air filters under a Blanket Purchase Agreement with individual task orders. The filter schedule includes pleated, MERV 8, MERV 10, MERV 11, MERV 14, V-bank, and 99.99% HEPA filters in various sizes. The contractor must provide all labor, materials, transportation, tools, equipment, personal protective equipment, permits, and certifications required for performance. Services include filter assessment and sourcing, coordinated delivery, installation with lockout/tagout procedures, removal and compliant disposal of used filters, airflow and pressure-differential verification, HEPA challenge testing and certification, and service documentation. HEPA work in pharmaceutical cleanrooms and sterile compounding spaces must comply with applicable IEST, ISO 14644-3, and USP 797/800 standards. Technicians must have relevant healthcare or institutional HVAC experience, HEPA testing and certification qualifications, and OSHA-compliant lockout/tagout training. The BPA has five one-year ordering periods, with no guaranteed work or funding. Quotes must include the completed cost-price schedule, applicable labor rates, three similar past-performance references using the provided worksheet, and evidence of technical capability.
