Description
This is a Request for Information (RFI) from the Department of Veterans Affairs (VA) for planning purposes regarding a subscription to 4Cast Software. This software is a web-based toolset designed to support annual business and operational planning best practices, facilitating efficient and repeatable planning processes for VA Medical Centers (VAMCs). The tool will be used to assist in planning, forecasting, and monitoring of Medical Center budgets, allowing unlimited users and helping the VA implement strategic plans while developing and sustaining balanced budgets. The financial planning modules will enable analysis of budget and payroll data at various levels such as service lines, departments, time & leave units, and overtime expenses. The VA is seeking information on a one-year base period subscription for the 4Cast Software, along with implementation services and technical support for the West Haven VAMC. The Product Description (PD) outlines requirements for project management, budget planning, implementation support, business planning, and business monitoring. It also details extensive security and privacy requirements, including compliance with Section 508, Zero Trust, and Artificial Intelligence (AI) guidelines, as well as specific personnel security and background investigation requirements. Vendors interested in responding to this RFI must provide specific company information, technical capabilities, corporate experience, and details regarding their ability to meet set-aside requirements for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Responses are due by June 24, 2026, at 2:00 PM EST.
