Description
The U.S. Department of Health and Human Services, Office of Mission Acquisition Solutions, intends to solicit the National Academies of Sciences, Engineering, and Medicine on a sole-source basis under statutory authority. The contemplated contract requires a comprehensive study of youth residential programs, including therapeutic boarding schools, residential treatment centers, wilderness programs, boot camps, group homes, and other congregate-care settings serving youth. The study will examine the prevalence, causes, and scope of child abuse, neglect, and deaths; gaps in oversight and data collection; federal and state funding sources and barriers to blending and braiding funding; community-based alternatives; and existing standards of care and regulatory practices. The work includes a 36-month baseline study and three optional 24-month study-and-recommendation tasks, for a total potential period of performance of 108 months. An initial report is expected within three years, followed by recurring reports every two years for a period of 10 years. Although the notice is identified as a combined synopsis/solicitation, it states that quotations are not being requested and that responsible sources may submit a proposal or quotation for agency consideration; responses may be used to determine whether a competitive procurement will be conducted.
