The U.S. Department of the Army is soliciting a firm-fixed-price contractor to furnish and install two new overhead rigid-rail fall arrest systems, each at least 25 feet long and designed to support at least two users simultaneously. The work includes structural analysis of the existing roof structure, engineering and design, new rails and supporting components, trolleys, self-retracting lifelines, turnkey installation, site cleanup, and initial inspection and certification. The systems must comply with applicable OSHA and ANSI Z359 requirements. The contractor must also perform comprehensive annual inspections and five-year Engineering Design Reviews for existing beam-and-trolley fall protection systems and self-retracting lifelines. Required deliverables include inspection certification, compliance and deficiency reports, recommended remediation, engineering drawings and specifications stamped by a qualified professional engineer, and five-year EDR certification. The installing company must have qualified fall-protection personnel and the capability to provide ongoing inspections, recertification, and engineering design review services for the life of the systems.
