Description
The Kansas City Board of Public Utilities is soliciting field and shop services for a Spring 2027 combustion inspection of Nearman Creek CT4, a GE 7EA DLN 1 dual-fuel peaker unit. Field services include mobilization, component disassembly, inspection, cleaning, documentation, shipping components to a repair facility, onsite work during the outage, remobilization, reassembly, startup support, combustion tuning, and demobilization. Shop services include inspection, testing, refurbishment, repair, reporting, and return shipment for primary and secondary fuel nozzles, combustion liners, transition pieces, and flow sleeves. BPU may award field and shop scopes separately. Proposals must demonstrate combustion-turbine industry experience and include at least three similar references, including client contact information and work performed during the past five years. Required proposal materials include BPU proposal forms covering acknowledgments, exceptions, experience and references, subcontractors, pricing and schedule, safety, financial data, additional information, insurance, proposal deposit/bid guarantee, and intent to bid. The proposal deposit is 5% of proposal dollars. The project must be completed by May 22, 2027, within the stated February 15 through May 22 outage window.
