Description
The City of Santa Monica Water Resources Department is soliciting proposals for a consultant to implement an integrated groundwater monitoring, modeling, and technical support program for the Santa Monica Groundwater Basin. The scope covers regulatory coordination; program management; monitoring of the Charnock and Olympic well fields; groundwater-level gauging; low-flow groundwater sampling; laboratory analysis by certified laboratories; data validation and QA/QC; hydrogeologic, geochemical, groundwater-flow, and plume-migration modeling; well maintenance and redevelopment; traffic control and permitting for field activities; and preparation of regulatory reports and submittals. The consultant will support compliance with requirements of the Division of Drinking Water, Los Angeles Regional Water Quality Control Board, State Water Resources Control Board, Department of Water Resources, and the Santa Monica Basin Groundwater Sustainability Agency. Work includes monitoring approximately 12 Charnock wells, gauging 30 Olympic wells, sampling 25 Olympic wells, supporting Sustainable Water Infrastructure Project recharge monitoring for up to eight wells, providing groundwater elevations for the GSP, and furnishing approximately 200 hours per year of as-needed technical support. Optional services include value-added services and well-siting analysis. The contract is firm-fixed for five years, and proposers must demonstrate comparable groundwater-monitoring work for two California utilities within the past five years, experience with USGS MODFLOW and Groundwater Vistas, and access to a California-registered geologist or professional civil engineer.
