Description
The Army Materiel Command is exploring a public-private partnership to modernize production facilities and develop and manufacture lethal energetic payloads for small unmanned aircraft systems (sUAS), electronic safe-and-arming devices, and related energetic airframes. The proposed production capability should support flexible, modular manufacturing for different explosives and payload sizes, with Industry 4.0/5.0 automation and integration. The selected partner would finance 100% of modernization capital expenditures, including facility upgrades, structural modifications, equipment, software integration, and installation. The government may provide facilities, direct labor, engineering, logistics, base operations, environmental and safety support, and utilities; the partner would be responsible for necessary utility investments. Permanent upgrades become government property upon installation, while the partner retains operational use under the cooperative arrangement. The initial whitepaper must include three volumes: a technical and automation approach, a financial and investment plan demonstrating capital availability and estimated costs, and a co-production concept describing the commercial/government capacity split and compliance with 10 U.S.C. 7544. Highly assessed respondents may be invited to a mandatory site visit and technical exchange, followed by a request for final whitepapers. This is a partnership-solutions exploration, not an RFP or FAR procurement, and the government is not obligated to enter into an agreement.
