Description
Metra is soliciting locomotive overhaul kits and related materials for the rehabilitation of F40PH-3 locomotives. The scope includes general rebuild parts, electrical control and cabinet components, electrical rotating equipment, carbody and underframe equipment, compressed-air equipment, truck-overhaul components, engine components, and electronic unit-injection components. The price list also includes remanufacturing, unit-exchange, repair-and-return, labor, technical support, packaging, transportation, and handling requirements. Metra will perform the locomotive overhaul work with its own workforce, while the contractor supplies the kits and associated support. The contract will be used on an as-needed basis for five years and is not to exceed $19,000,000. Bidders must price all listed items and submit the required certifications, price list, prime/subcontractor information, and contract signature page. The procurement uses FTA/IDOT funds; Buy America certification applies if the award exceeds $150,000. A quality-assurance program, technical documentation, inspection and test records, and related quality deliverables are required under the specifications.
