Description
The Joint Meeting of Essex and Union Counties is seeking qualification statements from firms or individuals with expertise in financial advisory services. The scope includes advising on capital projects and capital expenditure budgets, reviewing feasibility studies and professional reports, developing cash-flow models for financing strategies, evaluating innovative financing and investments, supporting credit-rating upgrades or maintenance, assessing financial impacts related to waste-flow control, advising on debt issuance and official statements, and assisting with capital-project reimbursement requests and cost tracking through the New Jersey Department of Environmental Protection, New Jersey Infrastructure Bank, and Federal Emergency Management Agency. The advisor will also assist with Capital Improvement Plan assessments, attend monthly Board meetings and other required meetings, and address additional matters directed by the Board or Executive Director. Respondents must submit a qualification statement addressing administrative, professional, and financial qualifications, including an executive summary, executed Letter of Qualification, executed Letter of Intent, organizational and ownership information, affirmative-action compliance information, licensing, New Jersey business registration, relevant experience and references, proposed direct and subcontracted services, key-employee resumes, and an understanding of the Joint Meeting's needs. The qualification statement must be submitted electronically through the designated procurement portal by October 20, 2026, at 11:00 a.m. prevailing time.
