Description
The South Central Planning and Development Commission seeks a consultant to evaluate sugarcane bagasse supply and infrastructure serving the Valentine Industrial Site in Lockport. The work covers feedstock supply within 75 driving miles and competing markets within 150 miles, including supplier and stakeholder interviews, at least one group workshop, remote collaboration, a confidential online document space, and assessment of feedstock quantity and quality, logistics, contractual needs, and supply and infrastructure weaknesses. The consultant must provide a preliminary assessment by November 30, 2026; complete a technical evaluation using the approved Standards for Biomass Supply Chain Risk, addressing more than 100 supply-chain and more than 20 infrastructure risk indicators; and deliver the final BDO Zone rating, supporting report and data, available feedstock tonnage, and supply-chain partners by May 31, 2027. The consultant must also support publication and promotion of the findings, track project impacts, prepare a reusable case study, and coordinate completion of the approved workplan by August 31, 2027. The quotation must be for one total fixed fee not exceeding $69,975, with a short cost breakdown. Selection will be based on eligibility, qualifications, ability to meet the schedule, and the lowest qualifying fee.
