Description
The City of Hopkins seeks a consultant or consultant team to develop and implement a meaningful, inclusive, creative, and community-centered public engagement program for its Hopkins Mosaic 2050 Comprehensive Plan update. The work includes an engagement strategy and work plan; community visioning; policy and priority engagement; draft-plan review and adoption engagement; outreach, communications, equity, and accessibility strategies; and analysis, evaluation, and reporting. The selected consultant will use a flexible mix of pop-ups, community events, partnerships, digital tools, interviews, focus groups, surveys, interactive mapping, storytelling, youth activities, public meetings, and other appropriate methods. Deliverables include engagement materials, website and communications content, participation tracking, engagement summaries, policy-input analysis, public-facing “What We Heard” materials, and a final public engagement report. Proposals are limited to 10 pages and must address qualifications, team, approach, work plan, budget, references, and exceptions; at least three comparable project references are required.
