Description
The City seeks a consultant to prepare its 7th Cycle Housing Element Update for the 2029–2037 planning period and support its adoption and certification. Work includes project management; review of the prior housing element; coordination with the California Department of Housing and Community Development; community engagement; housing needs, fair housing, sites inventory, RHNA capacity, and constraints analyses; updated goals, policies, and programs; and preparation of draft and final housing element documents. The consultant must also assess California Environmental Quality Act requirements and prepare an initial study and mitigated negative declaration if required; an environmental impact report is outside this RFP’s scope. The RFP describes the position as fully remote and anticipates a one-year professional services agreement, renewable by mutual agreement.
