Description
The City of Parkland is soliciting proposals from qualified consultants to conduct a comprehensive impact fee study and update the corresponding impact fee ordinance. The study must be legally defensible, align with the Florida Impact Fee Act, and incorporate best practices for municipal impact fee programs. The resulting fee schedules should proportionally reflect the impacts of new development on municipal services. The selected contractor will be responsible for providing all necessary labor, materials, and supervision to complete the contract as specified. Proposals must be submitted electronically through the City's ebid system. A 'Cone of Silence' is in effect, prohibiting communication with City employees regarding the solicitation outside of official channels, except in writing to the procurement officer. Violations may lead to rejection of the proposal.
