Description
Westchester County, acting for SUNY Westchester Community College, is soliciting a five-year service contract for annual maintenance of an acid waste neutralization tank in the Academic Arts/Science Building boiler room. The work includes emptying and containerizing old limestone, sludge, and liquid; cleaning the tank and associated pipes; refilling it with 1- to 3-inch limestone containing at least 90% calcium carbonate; analytically testing the removed contents; transporting the waste to an approved facility; and providing an EPA-compliant waste manifest. Disposal must comply with EPA and DOT requirements regardless of whether the waste is RCRA, non-RCRA, or high-hazard waste. Bidders must submit an all-inclusive lump-sum price covering annual service fees for 2027 through 2031 and a five-year total, with no exceptions. The bid package also requires copies of the contractor’s EPA and DOT certificates. The contract requires insurance, prevailing-wage compliance, certified payroll, and a bid deposit; a performance and payment bond is required from the successful bidder. The contractor must have at least five years of comparable experience and may subcontract no more than 10% of the work.
