Description
The Maryland Environmental Service is soliciting competitive sealed bids from certified small businesses to furnish and deliver liquid emulsion polymer for biosolids dewatering at the Maryland Correctional Institution wastewater treatment plant. The estimated requirement is approximately 9,200 pounds annually, with bid-form estimates of 10,000 pounds for the base year and each of four option years. The polymer must be compatible with the existing single-polymer feed system, and the supplier must provide delivery, freight, required storage capacity, and any necessary scale inhibitor at no additional charge. Award is performance-based. The apparent low bidder must complete a full-scale, four-hour dewatering performance test within 10 calendar days after receiving the notice of intent to award, demonstrating at least 17% total solids in the dewatered sludge cake. Bidders must submit product information, including the polymer name, description, Safety Data Sheet, active polymer content, bulk density, and available technical data, as well as evidence of more than one year of successful use at municipal wastewater treatment plants. Electronic bids must include the completed Supplies Bid Form, Bid/Proposal Affidavit, Conflict of Interest statement, Iran investment certification, and Israel discriminatory-boycott certification.
