Description
The contractor will provide kennel facilities and services for three Customs and Border Protection working canines, with capacity to accommodate changing canine numbers. The kennel must be within 10 miles and a 15-minute drive of the canines’ work site, and provide secure indoor-outdoor runs, 24-hour access for handlers, secure parking for at least four vehicles, and appropriate safety and security features. The contractor is responsible for daily feeding with approved food, cleaning and sanitation, maintaining supplies and facilities, observing the dogs’ health, and contacting designated personnel if a dog is ill or injured. Exercise by experienced kennel staff is required when a canine has not worked for more than four days; the contractor must also maintain daily food and stool charts and kennel records. The quote must include per-dog, per-day pricing for each of five service years and the six-month extension option. Offers are evaluated on management and technical approach, past performance and specialized experience, and price, with technical capability and past performance more important than price. The stated performance structure is a one-year base period with four option years; the solicitation also includes a six-month option to extend services.
